Under the shimmering stars and blinding lights of beautiful Los Angeles a tragedy has occurred. In 1998, a high-profile kidnapping had shaken the international community. After thwarting the plot of an anonymous crime lord who goes by the alias Juntao, formal Royal Hong Kong Detective and Chinese Consul Solon Han’s daughter mysteriously vanished on her way to school. American and Chinese officials scrambled to respond.

For fifteen years, Juntao, a Triad leader, built a crime organization on trafficking priceless Chinese antiquities out of the country, stripping the nation of its heritage and reaping millions through the global black market. During Britain’s hold over Hong Kong, Juntao was the most powerful crime lord in Southeast Asia, thwarting attempts by the Royal Hong Kong Police Force to shut down his activities. But his reign began to crumble when Inspector Lee of the Royal Hong Kong Police led a successful operation to reclaim stolen cultural treasures and dismantle Juntao’s network. The syndicate was ousted from their Hong Kong headquarters and forced to retreat further underground. 

Following the 1997 handover of Hong Kong from Britain to China, Consul Solon Han, a key figure in the crackdown on Juntao, was appointed as China’s diplomatic envoy to the United States. But as he relocated to Los Angeles, so did danger. In a brutal act of revenge, Juntao’s men kidnapped Han’s daughter, igniting a high-stakes conflict that would pull in not only the FBI, but also the LAPD and Chinese intelligence forces.

As delegates in this committee, the entirety of the triad crime syndicate’s future lies at your feet. With a growing expansion on the West coast and perfect opportunity to execute revenge on a sworn enemy, the helm of the enterprise is free to claim.
